The Netherlands will develop its own open language model: GPT-NL. This model is needed to develop, strengthen and perpetuate digital sovereignty. Non-profit parties TNO, NFI and SURF will jointly develop the model to take an important step towards transparent, fair and verifiable use of AI according to Dutch and European values and guidelines and with respect for data ownership Financing of the model will come from the Ministry of Economic Affairs.
With this, the Netherlands takes an important step in the development of public expertise and experience in the field of generative AI language models. Having its own open language model strengthens the expertise on this subject and also means a stimulus for research and innovation in the field of AI.
GPT-NL will be a virtual facility open to partners who want to contribute with data and knowledge or who want to develop applications based on GPT-NL.Thus, it can be used within academic institutions, by researchers and by governments alike. It allows them to explore and try out language models in general including specific applications in the fields of security, health, education, service delivery and numerous other domains. Thus, GPT-NL contributes to greater openness, transparency and protection of users' data privacy.
Implementation of the plan consists of two phases. The first year focuses on the concrete development of the Dutch language model, in which the academic sector will also be actively involved. The follow-up phase is that of exploitation, where a connection to the national supercomputer is foreseen for the foreseen computing power. RVO/EZK has promised 13.5 mln for the realization of GPT-NL.
