Artificial Intelligence for objective voting advice

StemChat.nl aims to use artificial intelligence to give voters objective voting advice. On Tuesday 31 October at 09:00, the Institute of Digital Intelligence will present a new website: StemChat.nl. StemChat goes beyond traditional voting advice tools by using dialogue to offer voters personalised voting advice. With this, the organisation wants to show the potential of generative AI and inspire organisations about the power of modern technology.

The Institute of Digital Intelligence sees this website as an opportunity to inform voters especially also to show what is possible with artificial intelligence when used responsibly. In a digitally connected society, generative AI is having a big impact, changing the way we work. This requires fresh eyes with new skills.

There is no commercial revenue model behind StemChat. "We want to broaden the perception around AI and show that, if deployed correctly, it can be a valuable addition, also in the democratic process," said Hoornstra, founder of the Institute of Digital Intelligence.

What sets StemChat apart is the use of generative artificial intelligence. The bot is trained on all party programmes. At a time when generative AI is often seen in a negative light because of associations with fake news and misleading information, StemChat shows that this technology can contribute to our democracy in a positive, constructive way. "Elections often get clouded by personal attacks and one-liners. With StemChat, all parties have an equal chance because the chatbot looks purely at content." emphasises Hoornstra.

A key advantage over regular advice websites is that voters interact with election programmes in their own language, even if it is not Dutch. Indeed, StemChat speaks Turkish, Polish and Moroccan in addition to Frisian. Or actually all the languages of the world, because the bot is based on Open AI's GPT4 model.

The Institute of Digital Intelligence was advised by tech agency IGNE (Igne.nl), which took care of data collection and website realisation, while the AI chat function was set up and furnished by the Institute of Digital Intelligence itself.
